Janice
S. Johnson, President
Janice Johnson is the founder and President of New Horizons Solutions, Inc., a healthcare service and consulting company. Over the past twenty three years, Ms. Johnson has been actively involved in the formation of healthcare public policy and established New Horizons Solutions, Inc. in response to employers’ needs and Medicaid’s need to contain health care costs by focusing on prevention, wellness and disease management. Ms. Johnson has been actively involved in legislation affecting health, families and communities lobbying over three hundred pieces of legislation since 1986. She has served on health care public policy workgroups in Washington, D.C. and served on numerous boards and workgroups. Ms. Johnson earned a B.S. degree in Medical Technology and completed postgraduate study in Comparative Medicine. She worked nine years in the field of medical technology and served as the supervisor of the State of Illinois’ Tissue Typing lab in Chicago.

Mehari Woldekidan, CIO
Mr. Mehari Woldekidan served as a company executive in the capacity of Chief Health Plans Operating Officer for a Managed Care Company overseeing the department of MCIS, Claims, EDI, File Maintenance and PC/LAN Network management. He managed 5 departments with 2 directors, and 3 managers along with 55 employees overseeing reports of Asthma, EPSDT, Quality control, Financial Reports, and Special projects to improve services efficiency and care for TennCare members while cutting costs for the Managed Care Organization.
As a Manager of Computer Service/ Billing Operations, Mr. Woldekidan implemented and trained PMSI patient scheduling, registration, billing, EMR and collections systems as well reporting. His implementation of Encounter reconciliation process has helped capture lost revenue and improve cash flow for the Meharry Medical Group.
Dr. Julie K. French, ND, RN, CNAA, BC, Principal Investigator
Over 25 years of healthcare experience in nursing and hospital administration. Demonstrated clinical expertise and leadership competence, utilizing skills in management, communication, strategic planning, and data analysis to affect change through system redesign and evidence based decision making. A self-confident visionary who can speak the language at all levels of leadership and lead employees to accomplish mission driven goals.
Shawna Rhynard, Customer Development Director
Shawna is a forensic drug screen collector, phlebotomist, and a medical records specialist. She is fluent and compliant with the strict guidelines for collection practices in accordance with 49 CFR Part 40. She also provides other collectors and breath alcohol technicians with initial and recertification training. Shawna provides quality medical records services to national companies and private doctor's offices and is compliant with all HIPAA regulations. Before transitioning into the medical field, she worked for the state of Arizona in the Maricopa County Regional School District as registrar working within the guidelines of the Family Rights and Privacy Act. She also headed the SIRS user meetings at the district level. She strives to maintain quality services while protecting the privacy and rights of all individuals.
Amy Cate, Sales Assistant
Amy Cate is a sales and marketing professional with over six years experience in the healthcare industry. Amy has sold medical products into physician offices, surgery centers and hospitals across Tennessee. She has also worked as a Sales Manager for a local medical distributor. In addition, Amy has freelanced in editing and graphic design by creating brochures and marketing packages for several medical companies and local non-profit organizations. Amy has a B.A. in Economics and a B.S. in Logistics from the University of Tennessee, Knoxville.
Carolyn Wilkerson, Sales Assistant
Carolyn Wilkerson brings more than 30 years of experience and progressive
responsibility in health care office management and administration,
primarily group
and solo physician practices. She manages daily business operations and
handles bookkeeping and administrative support functions.
Lori Jenkins, Executive Assistant
Lori Jenkins is responsible for administrative and project management duties.
She has many years of experience in sales support, information systems
and project management.

Yigsaw Belay has extensive experience in environmental
epidemiology and tuberculosis elimination. He has designed,
planned, implemented, evaluated, and directed state-wide health promotion,
disease prevention and community outreach programs for Medicaid recipients
and underinsured.
David Bennett, CPA
David brings a mastery of accounting & finance issues related to
the healthcare field. Other finance expertise includes SEC work and bank
financing. Among his former employers are the Bureau of TennCare and
the US Attorney's Office (healthcare regulation enforcement).
Paul Van Hoeson
Paul Van Hoesen has over 28 years experience in digital networking, application integration, large scale network deployment, and community networking which spans a number of vertical markets including government, education, medical, technology, insurance, publishing, entertainment, and manufacturing.
Paul was also co-founder and CTO of Education Networks of America which provides Internet access and web-based educational content to all public K-12 schools in the State of Tennessee and is the winner of numerous service and excellence awards. ENA has grown to become the largest private network provider of Internet access to the public K-12 market serving over 1.7 million children a day and ensuring the operation of educational applications to thousands of classroom teachers.
Paul’s foundations include nine years of military experience in building secure data and voice networks. He is the recipient of the National Security Agency’s Innovation Award for cryptography. Paul attended Middle Tennessee State University and lives in Nashville with his song-writing wife Mary.
Perumal Mohan
Mr. Mohan will be responsible for the areas of information integration, database design and coordinate the project resources required to accomplish the objectives of the research.
Mr. Mohan has over 18 years experience in the fields of information systems, integration and engineering. Prior to founding eTransX, he was a vice president with URS Corporation, a $3 billion dollar engineering and systems firm, responsible for developing new clients and managing a team of professionals. His technical and management experience spans all aspects of system and application integration, information system design and implementation, and project management for various commercial and industrial enterprises. He currently helps many Fortune 1000 companies with technical and strategic IT issues such as enterprise application integration, security, and business intelligence.
He is the chief architect for an XML-based, application integration tool set, called eTXIntegrator. This technology integrates information from various disparate databases in real-time.
Carolyn Pope
Carolyn Pope is an experienced public health administrator,
including her service for the Tennessee Department of Health as Bioterrorism
Coordinator. Her expertise in setting up and running clinics
and programs is key to our efforts.
Dr. Heidi Silver
Dr. Heidi Silver has received her BS in Speech and Hearing Science from University of Massachusetts and her MS and PhD in Nutrition and Dietetics from Florida International University. She has
conducted over 50 workshops, courses, lectures, and oral presentations on nutrition and health related issues in the community to various age groups Dr. Silver has also conducted introductory nutrition courses to 450 medical school students, conducted core dietetics curriculum courses to 250 bachelor’s level dietetics students, conducted graduate level courses to 125 master’s level dietetics students, and rained several dozen clinical practitioners in dietary assessment and nutrition therapy. In addition to teaching, Dr. Silver has published 15 peer-reviewed original research publications, several invited review papers, as well as many other publications in clinical and community journals.
